Mobile Elevated Work Platform (MEWP) Operation, Scaffolding, and Working at Heights

Welcome to the comprehensive training program for Mobile Elevated Work Platform (MEWP) Operation, Scaffolding, and Working at Heights. In the dynamic and essential construction and maintenance sectors, safety is not merely a procedure—it is a foundation for professional and legal compliance. This crucial course is the result of a dedicated partnership between the Malta Development Association (MDA) and the European Vocational Academy (EVA), bringing together local industry expertise and high-level European vocational standards.

What I will learn?

• Knowledge, Skills, and Competences
• Upon successful completion of the course, participants will have demonstrated a comprehensive set of Knowledge, Skills, and Competences (KSC) across four critical domains of elevated work:
• 1. Legislation
• Participants will gain knowledge of both local (e.g., Legal Notice 36 of 2003 in Malta) and relevant EU legal requirements concerning Working at Height and the use of MEWPs and Scaffolding. They will develop the skill of locating and accurately interpreting necessary safety documentation and regulations. Ultimately, this will result in the competence to ensure full legal compliance for all elevated work tasks undertaken on site.
• 2. MEWP Operation
• The course imparts knowledge regarding the different types of MEWPs, mandatory pre-use checks, and the critical factors affecting machine stability. Trainees will master the skills required for safely conducting pre-start inspections and correctly maneuvering and positioning the platform. This leads to the competence of operating MEWPs (such as scissor and boom lifts) safely and proficiently in accordance with manufacturer specifications and safety protocols.
• 3. Scaffolding
• Learners will acquire knowledge about safe working loads, scaffold tag systems, and common hazards associated with basic scaffold configuration. The practical skill developed involves performing basic inspection checks before scaffold use and effectively identifying and reporting any structural defects. The desired competence is the ability to determine the structural soundness and safe operational use of proprietary scaffolding systems.
• 4. Fall Protection
• The curriculum covers the core knowledge of the principles behind fall restraint and fall arrest systems, safe anchorage points, and effective rescue planning. Participants will practice the skills of correctly selecting, fitting, and adjusting a full-body harness, along with proper anchor point selection. The final competence achieved is the ability to implement a comprehensive fall protection system and contribute effectively to an emergency response plan, ensuring the safety of all personnel working at height.

About Course

This 8-hour, high-impact training course provides participants with essential, legally compliant, and practical instruction across the three critical domains of working at height: Mobile Elevated Work Platforms (MEWPs), Scaffolding, and general Working at Heights procedures.
The curriculum is structured to deliver an in-depth understanding of the legislative framework, including local regulations and best industry practices. Key areas covered include: pre-use checks and safe operation of various MEWP types (such as scissor and boom lifts); the principles of safe scaffold use and basic inspection requirements; conducting thorough risk assessments; and the correct selection, fitting, and use of Personal Fall Protection Equipment (PFPE) like harnesses and lanyards.
The course employs a blend of classroom theory and hands-on practical scenarios to ensure competence in real-world applications, including emergency lowering procedures and rescue planning. Investing €262 grants you the knowledge to not only protect yourself and your colleagues but also to demonstrate a commitment to the highest safety standards required for professional employment in elevated work environments.
This program has a duration of 8 Hours, is held in Malta, and costs 262 Euros; it is delivered in multiple languages through interpreter services, which are available upon request and subject to student numbers.

Course Curriculum

The programme’s rationale is driven by the legal requirement (e.g., in line with Legal Notice 36 of 2003 in Malta, and general EU best practice) to ensure all personnel involved in elevated work are demonstrably competent and compliant. Falls from height are a major workplace hazard, and this integrated course directly addresses the need for a comprehensive safety protocol spanning MEWPs, scaffolding, and general work-at-height scenarios.
The primary aims are to:
• Ensure participants understand and can apply all relevant national and international health and safety legislation concerning working at height.
• Develop competence in the safe pre-use inspection, operation, and positioning of various types of Mobile Elevated Work Platforms (MEWPs).
• Impart the knowledge required to identify hazards, conduct site-specific risk assessments, and implement control measures for working on scaffolds and other temporary work structures.
• Train participants in the correct selection, inspection, fitting, and use of Personal Fall Protection Equipment (PFPE) and emergency/rescue procedures.

Requirements

This course is essential for anyone whose role requires them to plan, supervise, or carry out work at height, including:
• Construction workers and site operatives.
• Maintenance staff (facility, industrial, or building).
• Supervisors and site managers responsible for overseeing work at height.
• MEWP operators (Scissor Lifts, Boom Lifts, etc.) and those working from the platforms.
• Individuals responsible for the inspection and safe use of scaffolding.
Entry Requirements
There are no formal academic prerequisites for this course. However, candidates should:
• Be over the age of 18 (due to operational safety requirements for elevated machinery).
• Possess a basic level of physical fitness to participate in the practical, hands-on components, including the fitting and use of harnesses.
• Have a fundamental level of literacy in English or Maltese to comprehend legal documentation, course materials, and technical instructions.

Material Includes

Successful participants will receive a Certificate of Competence for Mobile Elevated Work Platform, Scaffolding & Working @ Heights, jointly issued by the Malta Development Association (MDA) and the European Vocational Academy (EVA). This certificate is valid for a defined period (typically 3-5 years, depending on industry standards) and is generally recognised by relevant regulatory bodies.
